Try changing:
    s/testing/beowulf/
in all of /etc/apt/sources.list, and you should be fine.

If you fire up:

torsocks /usr/bin/lynx -noreferer http://pkgmaster.devuan.org/merged/dists/

and you see testing listed anywhere then testing as you previously had
should still work. I looked it up and saw no testing, after I had the
same error as you... Changed sources.list as above, all works.

Might this be worth a bug report, if you care to file it? I can't at
this time.
