When I do an apt-get update I get multiple errors that there is a hash

I have various combinations of apt-get clean, rm -r /var/lib/apt/lists
as were suggested on the web. I'm open to other suggestions but it
looks like this may be a race condition as this all works on my laptop.

I've seen a page that talks about Acquire-by-hash, is this enabled and
how can I make use of it if it is enabled?
