Where are you getting that information from? The README.txt you should
refer to is at:
https://files.devuan.org/devuan_ascii/embedded/README.txt
And in that file you find:

Cannot even be the README.txt under devuan_jessie/embedded/, since
also jessie had raspi1, raspi2, and raspi3.
