I think your problem is that udev 232-25+deb9u1 (or earlier) is
replaced with the transitional package 1:3.2.2+devuan2.10 and eudev
3.2.2-9 when upgrading. When udev is replaced old config files are not
removed. Doing a dpkg --purge udev removes /etc/init.d/udev but does
unfortunately not purge the dangling symlink: /etc/rcS.d/S02udev. You
have to remove that one manually.
The new file and symlink on my system is:
/etc/init.d/eudev
/etc/rcS.d/S04eudev -> ../init.d/eudev
