At some point, it got changed to "isc-dhcp-server" (and the client to "isc-dhcp-client") and config files got moved to /etc/dhcp/ - this would have been to avoid confusion with other DHCP server and client packages. I think there was some sort of transitional package, and that would have been responsible for moving (or copying ?) the config file to it's new home.
