This, of course, is expected.

Did you also test whether a subsequent upgrade (or dist-upgrade) tried
to install a different version of udev/eudev/libudev again? Of course,
the experimental version (with epoch 232) will always get installed,
but without the experimental repo, the packages should stay at their
installed version.
