I had
<http://packages.devuan.org/merged/>,
which was put in sources.list by the installer. When I changed that to
<http://packages.devuan.org/devuan/>,
I got updates for init-system-helpers and rsyslog.

So it seems there is (at least was) a bug in the ascii installer.
