So, you're only seeing 1.46+devuan1.0

Which is confirmed from
https://packages.devuan.org/devuan/pool/main/i/init-system-helpers/

So, it beats me why you're not seeing that version available :(

You *have* done an "apt-get update" first, haven't you :) ?
