I was just taking a look at the python-apt-common thing. Note that on my VM:
builder@ascii:~/python-apt-common% lsb_release -a
No LSB modules are available.
Distributor ID: Devuan
Description:    Devuan GNU/Linux 2.0 (ascii)
Release:        2.0
Codename:       ascii

Maybe something is odd with your current setup? I haven't touched this
much besides using the released Vagrant box + updating to ascii.
