Debmirror works for me:

debmirror -h ftp.auto.mirror.devuan.org \
           --dist=jessie \
           --root=/merged \
           --di-arch=i386,amd64,armhf \
           --section=main \
           --nosource \
           --progress \
           --ignore-release-gpg \
           --method http \
           --diff=none \
           $HOME/devuan-repo
