Ok, I'm not sure. Re-running the same commands I ran earlier are no
longer timing out with the arg specified:

e.g.

bx fetch-height tcp://localhost:9091
434593
bx fetch-height
434593
bx fetch-height tcp://libbitcoin1.thecodefactory.org:9091
434593

Earlier, I saw this (from scrollback):

bx fetch-height
434579
bx fetch-height tcp://localhost:9091
Connection timed out
bx fetch-height tcp://libbitcoin1.thecodefactory.org:9091
Connection timed out
