The file you're probably thinking of is /etc/network/interfaces. I didn't
even know about /etc/default/networking, and it looks utterly redundant:

) # Set to 'no' to skip interfaces configuration on boot
) #CONFIGURE_INTERFACES=yes

Disable the init script instead.

) # Don't configure these interfaces. Shell wildcards supported/
) #EXCLUDE_INTERFACES=

Don't mark those as "auto".

) # Set to 'yes' to enable additional verbosity
) #VERBOSE=no

Insert -v into the init script.
