This ban is stupid, yes.

As I live in Nice ( 450 000 inhabitants with surburbs) were the ban was
decided by right wing/extreme-right politicians few days ago, one month
after the attack, I can expose the context of this decision, taken in a
dozen cities of the coast. In Nice, 80% of the voters vote for right and
extreme-right wing. Most of the people in Nice are racists. And
politicians follow the movement of their electors.

Few years ago, ( 2/3 years) islam extremists were not going to the beach
of Nice. The more rigorist muslims ( but not Isis supporters) were going
with family to the beach at night, in the evening, to avoid the vision
of topless ( 1%) or bikini women( 99%) during the day. Downtown, there
was almost no women in long black hijab and clothes covering the body
including hands and feet, but just women wearing veils, just covering
the hair, as we see them since the seventies.

But suddenly, 2 years ago, after Charlie Hebdo massacre, long-baired
men appeared in Nice, with, sometimes, long black phantoms behind them
in the public space. In France, the face must be seen in the public
space. Some "eyes-only" women were fined by police in the street, but
police can't be everywhere. In the last 2 years, most of the people in
Nice have seen such black phantoms with just the eyes appearing, wich is
illegal in all the country.

Then, in May/june, the first burqinis appeared on the beach, without
problem, on the same beaches of Nice were topless women ( legal in
France) are swimming and sun-burning. But after the july 14 attack, the
presence of Islam extremists on the beach, at 10 meters of the place of
the terrorist attack, was considered by population as a provokation.
Many people protested, arguing that they don't want to see supporters of
the attacks on the beach, there were some fights on the beach and the
authorities invoked "trouble à l'ordre public", wich can be translated
in " trouble in public space". They added in the ban that "no one can
wear explicit religious distinction on the beach", wich was found
illegal by the the highest court of justice in France, 2 days ago. We
must notice that the first "burqini ban" was taken by a left wing mayor
from socialist party, " to protect muslim women from agression".

Today, there is no ban anymore, but some cities want to find something
else to avoid burqini women, or veiled women, on their beach.

The social and political situation is getting very bad in the long term
on the Riviera Coast, because there will be more and more refugees
arriving at the border with Italy ( 30 km from Nice), and the next waves
of refugees coming from Maghreb, center africa or Middle East in the
next years could create strong racial troubles in the region.

But at the same time, this situation could have very positive aspects:
if high-class or top-class (Monaco) tourism decreases , or stops, on the
Riviera coast, the local babylon economy could change completely....I
dream to push this concrete jungle to the see to create new fish houses.
