Yes, you can disable both, independently:

The command executed by ctrl+alt+del is defined in /etc/inittab.

The switching of virtual consoles with ctrl+alt+(f1-fN) can be disabled
by adding the following lines to your /etc/X11/xorg.conf or to an
arbitrary file in /usr/share/X11/xorg.conf.d/:

Section "ServerFlags"
    Option "DontVTSwitch" "true"
