If you are talking about externalized costs like pollution in a free
market, here is an example of how a free market conflict resolution system,
called common law, deals with such problems. And how, centralized
governments actual problems of pollution, as in the case gulf of mexico oil
spill.

That also is about "how do you define non-aggression principle or solve
problems when people disagree with NAP". There is around 1000 years of
history of common law, cases and precedents for almost everything
imaginable. We do not need to reinvent the wheel.
