I understand self-governed societies as those which exist without
hierarchical delegation of the decision making but directly made by the
owners or users of the subject matter. Voluntary institutions means the
individuals are free to participate in collective decision making
(self-governance) or not. In this scenario regulations would be also
voluntary, because you can join alternative institutions that enforce none,
allowing a free market to emerge and eventually capitalism, until we can
replace it for post-scarcity communism. The term anarcho-capitalism comes
from a similar line of reasoning, where capitalism reemerges as the
dominant economic relationship between capital and human labour in a free
market.
