That's an oversimplification. While sounding like an obvious thing to
expect, that's not always the case. There are some very prominent examples
of losers writing the history, for example the ones covered here:

Also, I don't see the point of raising the "lack of historical records
during a genocide" concern, obviously the side being massacred has better
things to worry about than recording historical events.
