Yes, I'll complete these. I'm always happy to see contributions, but these (especially chain maintenance) require strong familiarity with the network, node, database and blockchain libraries, and will be quite a bit easier for me to complete, especially given I've already planned it all out.

If you are using master it is not restartable if you do not complete initial block download. It also does not maintain the chain after IBD. These capabilities will be restored before version3 release.
