In beta (amd64) is still /etc/devuan_version file only without
/etc/debian_version.

In my opinion (take into account maintenance of other packages which are
dependent on /etc/debian_version) at this stage symbolic link ln -s
/etc/devuan_version /etc/debian_version should be create. Later
/etc/debian_version should be removed.
