AFAIU (and I'd sincerely like to read a confimation or rebutal),
Grub updates need to write to this pseudo filesystem; hence the idea to
turn the switch on during this upgrade and let it off the rest of the
time. Otherwise I wouldn't see the purpose of even mounting the thing at
all.
