florian@nulldevice:~$ cat /etc/apt/apt.conf.d/01norecommend
APT::Install-Recommends "0";
APT::Install-Suggests "0";
#APT::AutoRemove::RecommendsImportant "0";
Synaptic will override this setting, if the relevant option is checked.
