I'm unsure of latency and jitter as well, it's more what I remember people saying at the time alsa appeared rather than something I can say for sure. I think some applications might implement OSS poorly too (as it will work better with another program of similar functions).

Interestingly I found my sound device (a USB DAC) does work, but I had to use the oss4-source package - couldn't find it in the vanilla sources, probably because it's a beta driver according to the oss home page.

Trying it out I found it to work apart from some inconveniences and buggy mixer support (doesn't matter for my device really). The biggest problem was getting programs to use OSS without editing config files.

Apart from that it's nicely simplistic.
