Which, IMO, is the most logical option.
Lets face it, how often do people actually change hardware ? And when hardware is changed, it's a trivial task to do the one-off config change to make the name as the admin wants it.

In the case of the "moving USB dongle" - it would make much more sense to keep a static name based on the MAC address (or device serial number which is much the same thing).
