This is not an issue for devuan at all.
Devuan doesn't rely on apt pinning anymore, we now have our own
repository and, even if our repository is a merge of our packages with
many packages coming from debian without any change, we control how
packages are prioritized in devuan thanks to override support in
amprolla, so, we can "pin" packages from the "server side" in our
repository and we don't need to rely on the pinning on the "client"
side.
In fact for the beta the pinning excluding systemd to be installed is
scheduled for removal in any case as it isn't needed anymore.
