Who (developer, vendor, user) *could* remain responsible if no
distribution offered the possibility to run a service off a boot
script anymore, and all made systemd mandatory instead?

So, in order to provide freedom of choice to both developers and
users, the primary task is to provide environments were different
init systems are possible at all.

How to utilize a specific init system to support a specific
software providing a specific service is a specific task
(that not neccessarily involves boot scripts at all, I still
try to figure out what "service" actually means).
