If I recall correctly, what Microsoft said was that to have the "designed
for Windows ..." branding or get an OEM license for Windows 8 or later,
ARM systems had to have "secure" boot mode locked on.
Raspberry Pi doesn't come with Windows; but additionally, the Windows
version for it is not the standard[1].

For Windows IoT Core (the version that's provided free for Raspberry Pi 2
and is available for some other embedded boards), the rules are diferent:
-"Secure" boot is optional
-TPM 2.0 is optional, with some minimum requirements if present;
the docs note that it will eventually become mandatory.
-almost every possible standardized component is optional

Additionally, it's expected that OEMs using Windows IoT Core might not use
the MS/Windows interface or branding. I quote the same source:
In Windows IoT Core scenarios OEMs may prefer to have no visible Windows
or Microsoft presence.
