That happens if you try to use systemd-shim.  You need to get rid of systemd
completely, recompiling affected packages to use consolekit instead.  This
is done in my repository:
    deb http://angband.pl/debian nosystemd-jessie
or
    deb http://angband.pl/debian nosystemd-stretch
but for some reason not in Devuan yet.
