Maybe it's true, but it sounds like an afterthought, mostly for the
reason it is inacurate, because the most important Unix System Resources
are NOT in this directory but in /bin, /sbin, /lib and /etc.
I'm not saying it is illegitimate to try to give sense. People are
now finding advantages in this configuration, which were not the
original reason; why not also forge an acronym to give a sensible
meaning to the name, different of the original meaning?
