Here are two more reasons for Devuan:

This is no joke.
One can argue whether to fail boot in case a filesystem is missing, but
seriously, if / is available, why fail it? But the more important thing:
*no* error message, instead you have to search journalctl -xb for it.
And not being able to start ssh service in that case? I just thought "this
is a joke". But it doesn´t seem to be. (And yes, I started /usr/bin/sshd
manually and that worked, but still.)
I see no reason to have ssh service start or booting fail in that case,
and I see no reason whatsoever to
