The gitlab repositories are publicly viewable, it's just that the
standard interface of gitlab isn't exactly friendly or immediate in
that, and it's hard to modify (it's in the todo but with low priority to
modify it ).

From the homepage presenting the login form, please look at the little
link "explore", following it you can see all repos without login.
