Sorry, this statement is not true: TDE does not force hplip 3.12. In fact if you look at the debian package database there is no hplip 3.16:

On my wheezy with TDE I can do "aptitude dist-upgrade" without breaking the system, and I have TDE R14 and deb-multimedia, too.
