Ross was not justified in ordering the hits because

1. He did not know if the person(s) being killed were the right people. Turns out they weren't real...they also could have witnesses by accident and those people would also die.
2. He never mentioned the data breach so its obvious customer InfoSec safety is not his concern. He was concerned for his business.
3. He could have left and closed shop and opened another later and washed his hands of the extortionist.
4. He never even tried to pay the ransom to satisfy the extortionist in the first place.
