AFAIK debian decided that KDE4 is best for their users and to not support anything that's based on KDE3 including TDE. I remember that I had to use a simillar set of "patches" to keep KDE3 installed when KDE4 was forced onto the users as it's now with systemd. I think that was just one of these decisions to support freedom. Luckily TDE evolved fast enough :-)
