Wouldn't that require strict separation of directories under /etc and
lots of softlinks and the like?
For example many packages come with some
/etc/logrotate.d/foobar
or
/etc/apache2/mods-available/foobar.load
or
/etc/apache2/conf-available/foobar.conf
and so on for many /etc/**/*.d/ directories.
Furthermore there are some files that are not specific to a single
package, either because they are in "system scope" like
/etc/passwd
/etc/shadow
/etc/group
or because they lack an "include /etc/foobar.d/" concept, like
/etc/services
(I'd love an include concept there)
