their hidden service: <https://freenode.net/irc_servers.shtml#tor>

And, as others said, you can always join #freenode and ask for an
unaffiliated cloak if you don't want to set up your IRC client to use
said hidden service.

Both require a registered account on freenode and a SASL-capable client,
though.
