It's an interesting proposal. A quasi-centralized (but private) comm
channel to communicate stealth payments. The positives are that it would be
authenticated and would put less stress and the clients and the network.
The downside is it requires other infrastructure that would be
quasi-centralized (though probably no more centralized than Tor).
