I'm not a tough guy but once I think about the survival of a mesh network, two things come to my mind:
a) authority coming to seize broadcasting nodes
b) authority jamming the frequencies (but that would also hurt their infrastructure)
Don't think that it's a big deal for the greatest military-industrial complex in the world to take out several satellites, either explosive of frequency-based ways. And just because there are no restrictions on it, don't think they won't do it. Please be trustless towards them, they will do what they can.
