i added a state machine to the outgoing connect code with asserts to
ensure correct state transitions.

also fixed obelisk so it isn't always trying to use seed nodes, so now
connecting should be more reliable (because seed nodes are often
offline). fix: wait for session to shut down so current list of hosts
actually gets saved.
