At the time the 0.01 BTC enablement was added, it was a trivially small
amount. I've pushed MagicalTux to reduce the amount a number of times, but he
hasn't done so yet.

It pretty much works perfectly against spam (though scammers still get through
in hopes of profiting more).

It gets banned.

As I see it, BitcoinPayment antispam has two problems: 1) the cost is too high
now, and 2) it kills off minor contributors (eg, the hardware comparison
list).
