The first thing everyone is going to do is to withdraw money and move
it somewhere (Bitcoin, Latvia banks, off-shore). It won't save the
banks, because they will have no deposits.

Only a bureaucrat can do such stupid decision. Of course they moved
their money offshore first, before freezing the accounts.
