In my experience with having to deal with these sorts've things, getting it
into a format that premiere likes and will play cleanly can be painful.
gui4ffmpeg will convert the file into an avi, for sure, but whether Premiere
will import the Avi, is another matter altogether. You can try using a basic
MPEG Codec in an AVI container to do the encoding and it might work - you
can also try outputting Raw DV in an Avi contaner which Premiere imports in
theory, though I've had not-so-great luck on previous versions.
In general though, Premiere isn't great for importing video formats other
than that which its grabbed itself, unless you have someone who really knows
Premiere well.

p.s. when i do have to take an ogg file into a 'video editor' nowadays,
converting to .mp4 and importng it in final cut pro works 99% of the time -
if you can get hold of a mac / fcp, that is ..
