Hey list,

I'm running latest Devuan Testing with OpenRC. Whenever I `apt
dist-upgrade|upgrade` major packages that changes runlevels or invoke
update-rc.d like postgresql, apache2 and similar, they add itself to default
runlevel even though I have disabled/removed them before.

Is there a way for apt to inhibit changes to runlevels when updating?
