None of the packages likely to be involved here are forked by Devuan and we use
Debian's packages directly without recompilation. So you should report to
Debian's BTS for resolution.

A quick search revealed a relevant Arch post[1]. It suggests a possible
workaround:

radeon.si_support=1 amdgpu.si_support=0 radeon.cik_support=1
amdgpu.cik_support=0

You might want to investigate that.
