$ dpkg -S /lib32
diversion by base-files from: /lib32
diversion by base-files to: /.lib32.usr-is-merged

tried :
1) mv /lib32 /root/hope-this-doesnt-bork
2) apt reinstall usrmerge
3) apt install base-files

same result(ie broken)

It's possible, this install has been around for years(and spans 2
completely different machines) and lots of ugly aptitude updates both
before and after conversion to devuan. usrmerge seems to have been
installed at some point, again not sure when. [I reinstalled it just
to be sure before reporting this bug]
