Hi Mark, et al.
I can confirm this on a default freia install with xfce (in a VM),
"watch --no-title seq 1 100" shows two blank lines at the bottom,
with both xfce4-terminal and xterm.  It even behaves the same
way on tty1.
This is with procps 2:4.0.6-2devuan1 on amd64.
It did not have the blank lines at the bottom on the previous
version, 2:4.0.4-9devuan1.
Without the "--no-title" option, there are no blank lines at the bottom.
