I had never thought that my 'exploded' partition system was normal but
then the assumption that everyone should have what I would call a
'bloated' root was not even mentioned in the upgrade notes.
So I was allowed to upgrade to jessie and then stretch and buster and
bullseye then to chimera and daedalus.
So I'm having a hard time seeing where I was 'supposed' to change what
I'm going to call the 'bloated root' setup.
It wasn't and isn't clear in retrospect.
(The foregoing likely just sounds like blather but I'm having trouble
seeing were things went from choosing what I
would like to do where I'm supposed to be following some 'consistent
design' practice or principle - - - argh!)

You either need to put your /usr back on the same partition as /, the other partitions could still be separate, or you will have to migrate to another distribution that doesn't enforce this or you can stick around on old stable, which is still supported for now.

I'm really not sure what I want to do long term.
Have another 6 boxen to think about as well.
