I don't use kde, so don't know how mounted devices show up there. The
third partition does in fact seem to have been mounted. Typing:

mount

as a normal user at a shell prompt should show you where it got
mounted. Typing it in right after connecting the drive should show up
in the last line of output from mount.

As far as the locales issue, if you are in fact able to access the
mounted drive, I wouldn't worry about it. You can if you would like,
run:

dpkg-reconfigure locales

as root, and add utf8 to the list of available locales.
