| Elogind: new upstream version

| The new v257 series of elogind adds sd-varlink(3) and sd-json(3) to
| the libelogind0 API, as required to be compatible with libsystemd0. It
| also adds nss-elogind, nss-userdb and varlinkctl. I disabled nss-
| elogind and nss-userdb and removed varlinkctl from the Devuan package.
| However, I am concerned that sd-varlink is not as inert as other
| aspects of the libsystemd API. In response to the upstream issue[2] I
| opened, it should be possible to stub out sd-varlink in the next
| release.
