Given,
# lsblk /dev/sdb5
NAME MAJ:MIN RM SIZE RO TYPE MOUNTPOINTS
sdb5 8:21 0 29.3G 0 part /mnt/C

execute.
# grub-install --target=i386-pc --boot-directory=/mnt/C/boot/ /dev/sdb

Then check whether grub.cfg was created.
# ls -ld /mnt/C/boot/grub/*
/mnt/C/boot/grub/fonts
/mnt/C/boot/grub/grubenv
/mnt/C/boot/grub/i386-pc
/mnt/C/boot/grub/locale
/mnt/C/boot/grub/splash.png

I expected grub-install to create /mnt/C/boot/grub/grub.cfg .

Ideas?
