This is now complete enough that I've created a 0.1 release from it. The
tools now all have man pages and there's a postinst which updates
possibly running monitor instances via the correpsonding control
requests. The man page sources are in POD format and pod2man is needed
to turn them into something man can work with.

I'd greatly appreciate if someone who thinks he has the time would read
through the man pages (they all pretty short) and check that I wrote is
actually comprehensible. I'm not always good (read: often terrible) at
achieving that.
